Voter ID for Absentee Ballots

Who is eligible for Absentee Voting?

From the following circumstances, choose ONE:

  • Voter will be absent from the county or city in which you are entitled to vote, due to an obligation of business, profession, or occupation or while on personal business or vacation
  • Student who is attending a college or university outside of locality of residence in VA
  • Spouse of a student who is attending college or university outside of locality of residence in VA
  • Voter has business outside County/City of residence on election day
  • Voter has personal business or vacation outside outside County/City of residence on election day
  • Voter is working and commuting to/from home for at least 11 hours between 6am and 7pm on election day
  • Voter is a first responder (member of law enforcement, fire fighter, emergency technician, search and rescue)
  • Voter is pregnant
  • Voter is ill or has a disability
  • Voter is in jail, awaiting trial or convicted of a misdemeanor
  • Voter is an electoral board member, registrar, officer of election, or custodian of voting equipment
  • Voter is primary and personally responsible caretaker for a family member who is ill or has a disability and is confined at home
  • Voter has a religious obligation on election day
  • Voter is (or spouse of or dependent living with) an active duty merchant marine or member of armed forces
  • Voter temporarily lives outside of US
  • Voter is temporarily residing outside of US for employment or spouse or dependent living with employee
  • If voter moved less than 30 days before presidential election, voter may request ballot for presidential and vice-presidential electors only
  • Voter is an authorized representative of political party or candidate and is serving inside polling place
What Types of ID are required to apply for Absentee Voting?
  • Photo ID - submit ONE:

    • VA driver's license or US passport#
    • Student ID issued by VA-located institution of higher ed or any private school#
    • Employee ID issued in ordinary course of business*
    • Issued by VA, VA subdivision, or US
    • Tribal ID*
    • VA Voter Photo ID Card**
    # current or expired no more than 12 months
    * expired no more than 12 months; valid even if no expiration date
    ** no restriction since no expiration date; temporary ID available if election in less than 21 days
