Who is eligible for Absentee Voting?

Any registered North Dakota voter can vote absentee.

Do you need to submit ID with your absentee ballot request?

To obtain an absent voter’s or mail ballot (“Absentee Ballot”), an application must include:

  • The identification number from one of the applicant's valid forms of identification:
    • A North Dakota DOT-issued driver’s license
    • A North Dakota DOT-issued nondriver’s identification card
    • An official form of identification issued by a tribal government to a tribal member residing in ND
  • If the identification document being relied upon does not include the voter’s legal name, current address in ND, and date of birth, the individual can supplement any missing or outdated voter information with:
    • Current utility bill
    • Current bank statement
    • Document or check issued by a federal, state or local government
    • Paycheck

OR

  • For a uniformed service member or immediate family member temporarily stationed away from the individual's residence in this state, or a resident of the state temporarily living outside the country: A current military identification card or passport.
  • For an individual living in a long-term care facility: A long-term care certificate prescribed by the secretary of state and issued by a long-term care facility in ND.
  • For an individual living with a disability that prevents the individual from traveling away from the individual's home: The signature on an Absentee Ballot application from another qualified elector who, by signing, certifies the applicant is a qualified elector.

Do you need to submit ID with your ballot?

No, but the signature on the vote-by-mail ballot must match the voter registration signature.

If you registered to vote by mail and are voting by absentee ballot in your first federal election, you must enclose a copy of your photo ID or document bearing your name and residence address in the envelope with your voted ballot.
