The U.S. House of Representatives’ passage of the Safeguard American Voter Eligibility (SAVE) America Act marks an alarming moment for the future of free and fair elections in the United States. If enacted into law, this legislation would trigger a sweeping and dangerous restructuring of the voting process, and would shut millions of eligible Americans out of our democracy.

“By imposing harsh and unnecessary documentation requirements, the SAVE America Act would block eligible Americans of every background and political affiliation from participating in elections. It would disenfranchise millions of U.S. citizens who deserve to have their voices heard.
Access to ID and proof-of-citizenship documents is simply not the reality for many Americans. Obtaining costly ID documents is not a simple administrative hurdle. Our research shows that 21.3 million U.S. citizens — nearly one in ten eligible voters — lack easy access to the citizenship documents this bill would require for successful voting. Proof‑of‑citizenship mandates like those included in the SAVE America Act would create confusion, overwhelm election systems, and disproportionately harm communities already facing obstacles to the ballot box.
