Here’s what to do:

1️⃣ Go to the EAC comments page on Regulations.gov ➜ EAC-2025-0236

2️⃣ Write a short message in the comment section (pictured below) explaining why you oppose the proposed rule. For example:

 

I’m an American citizen and I’ve been voting for years. I have a passport, but I know lots of family and friends who don’t! If you agree to this, you’ll be making it harder for them to vote and blocking millions of other Americans from voting. Please don’t go through with this.3️⃣ Complete the required fields with your info (you can submit as an individual, on behalf of an organization, or anonymously)

4️⃣ Submit your comments! The deadline for all public comments is October 20, 2025.

If you’re not sure where to start, we’ve included some examples below. If you personalize your comment to highlight your experience or expertise, that helps even more!

Sample comments:

This proposal would require Americans to present specific, expensive documents to register to vote. Citizenship is already verified by law, and millions of US citizens lack these documents. This change would unfairly block eligible voters (especially rural residents, women, students, people of color, and working families) from registering. I strongly oppose this rule. It does nothing to improve election security and only creates new barriers to voting.

I’m against requiring citizens to submit a passport or other citizenship documents to register to vote. This rule could block millions of Americans from voting. Don’t do it!
